I hate to say it, but it is there forever.
Try using pressure washer.
I agree with the first guy. Lick it off. But slap yourself in the back of the head with a rolled up newspaper and scream ';bad boy';. The neighbors may pitch in and help if they think you are about to snap.
Scrape,flood, then scrub
Flood it with water. Concrete, if unsealed, drains beautifully. Acrylic polymers don't do well in an unprotected, porous strata like that. Just don't rub it, let it float up.
