yes ,you should primer first before top coating over oil or latex base base for primer doesn't matter just depends for what application such as smoke or water damage.If the surface is a semi or high gloss its recommended to use a deglosser or sand paper to rough up the surface first, so the primer can adhere better.Is it OK to use alkyd over acrylic latex paint after the primer for kitchen cabinets?
