Methalated spirits dissolves Latex paint if that is what you need to do.

Are the walls high gloss? like hard like woodwork paint. If so you are better sanding and undercoating before doing your mural.

If they are latex;wash if grubby; lightly sand 80-120 grit sandpaper (10min. max) and off you go

You rarely strip paint from a wall as part of preparation. What can i use to disolve household latex paint...to paint a mural?
Paint will not adhere to high gloss. You will have to prime and repaint the wall before doing anything. No need to sand. I have heard people wash with TSP instead of using primer. I've never tried it
Use craft paint for your mural. You can get it at Walmart, Michaels, Jo-Anns etc. Get some extender medium too.
Your question is confusing. When you say dissolve latex paint, do you mean how can you remove it from the wall so you can paint a mural there instead?
